Europe spent a decade drafting the rules of an industry it does not own, and it agreed among itself to call this leadership; it was, in fact, a surrender ceremony conducted in excellent typography and ratified by people who had never been asked to build anything.

Prologue. The wager
We are not writing to lament this. Lamentation is the native literary genre of European technology, it has produced an extensive bibliography and no factories, and we have read enough of it to know that it consoles the author and instructs no one. We are writing because the position that everyone has agreed is lost is in fact merely vacant, and because vacancy, unlike defeat, is an invitation.
The wager is as follows: the frontier that will decide the next twenty years is consequence, and almost nothing has yet been built upon it by anyone, on any continent, at any valuation.
Part I. The age of inconsequence
1. We built machines that speak, and we agreed among ourselves to call them machines that act.
A language model produces an utterance, and an utterance, however fluent, however well-calibrated, however impressive to the committee that has convened to evaluate it, is not a commitment. The distinction is old and exact, and no one in this industry has troubled to observe it: there is saying, and there is the doing of something in the saying. A contract, a verdict, a firing order, the transfer of a sum large enough to be litigated over for a decade. These are acts. They bind their author. They cannot be unsaid.
The tired objection to these systems holds that they do not understand what they say, and it has been repeated so often that it now functions as a consolation. Grant the opposite and the argument is stronger. Assume the machine understands perfectly. Assume it reasons better than the counterparty’s lawyers, is right more often than the committee convened to review it, and would win on the merits every time. Nothing whatever changes. A genius that cannot be summoned, sanctioned, sued, demoted, struck off, or ruined is unavailable as a party to anything, because an act that binds is an act somebody can be made to answer for, and answering is performed by entities with something to lose. The industry has argued about intelligence for four years while the binding constraint stood, unexamined, in the law of obligations.
This is why capability curves have stopped predicting adoption. The institutions declining to deploy are not waiting for a better model; they are waiting for something that can be held. The industry has spent the largest research budgets in its history constructing the most accomplished saying-machines ever built, and has then affected astonishment that no serious institution will permit them to touch anything that cannot be undone.
2. Plausibility is the adversary, and it arrives wearing the face of an ally.
An answer that is wrong and looks wrong constitutes a minor operational inconvenience, easily caught by the least attentive reviewer. An answer that is wrong and looks right constitutes a structural hazard, and generative systems are optimized, precisely and by design, to manufacture the latter. Each further order of magnitude in parameters will refine the counterfeit, since the objective function is being pursued with perfect fidelity and the objective function is the difficulty.
Knowledge has always consisted in the capacity to exhibit, on demand and before a hostile examiner, the chain by which one arrived at a proposition; arriving there was only ever half of the matter. Strip away that chain and what remains belongs to a different order of thing, a substance shaped, with great technical accomplishment, to resemble knowledge and to pass for it at a distance. The industry has industrialized the resemblance.
3. The pilot is a ritual for the management of institutional anxiety, and it has been mistaken for a stage of adoption.
Europe has made itself the world champion of the proof of concept, and every large organization on this continent now maintains a portfolio of pilots that will never ship, supervised by a transformation office that will be reorganized before anyone is obliged to explain why.
The diagnosis of incompetence flatters the diagnostician and conceals the mechanism from him. What operates here is rationality. A pilot confers all the political benefits of action while incurring none of its exposure; shipping, by contrast, requires that a name be attached to an outcome. The pilot exists in order that this moment shall never arrive.
4. The consulting-industrial complex has consumed our institutions’ capacity to understand themselves.
A French industrial group of eighty thousand people does not know what it does; it knows what its consultants told it last year, in a deck those same consultants had sold to its principal competitor two quarters earlier and would sell to its supplier in the spring. Understanding itself has been outsourced, and this is a deeper form of vassalage than any cloud contract, because technological dependence can be reversed with capital and sufficient patience, whereas cognitive dependence reproduces itself, at increasing cost, forever.
5. Our software compelled our institutions to deform themselves around it.
Thirty years of enterprise software have required the organization to fit the product, reversing the order in which the two ought to stand. One does not configure the ERP; the ERP configures the firm, silently, through the accumulation of small surrenders. Every workaround, every parallel spreadsheet, every shadow process maintained by someone whose name appears on no architecture diagram, is a scar left by a system that proved incapable of representing reality and demanded, with the full authority of a nine-figure implementation, that reality be amended instead.
The result is an institution whose actual operating model is recorded nowhere, in no system and in no document, subsisting only in the memory of a handful of people, some of whom retire this year.
6. The frontier that matters is the format.
We speak gravely of borders while, inside our own institutions, every proprietary format operates as a private customs post levying its toll in friction, delay, and reconciliation. Our data does not flow; it is extracted, transformed, degraded, reconciled at quarter-end by people whose careers consist of this, and finally trusted by no one. Interoperability therefore decides the entire difference between owning a territory and holding the deeds to land one cannot enter, and it has been filed, for thirty years, under engineering courtesy.
7. The separation of the business from the technologists was a cognitive amputation, and we performed it on ourselves.
Those who understand the work cannot execute; those who execute do not understand the work; and between these two populations we have interposed a ticket queue, a backlog, a prioritization committee, and a delay measured in quarters. Every major institution in Europe has thus institutionalized the severance of understanding from capability, and has then convened seminars to inquire why it moves so slowly.
The arrangement was once rational, and it is worth saying so before condemning it. When machines were scarce, expensive, and easily destroyed, a priesthood was the only defensible way to protect them, and the priesthood earned its standing. The scarcity ended two decades ago. The priesthood did not.
Examine the unit of the arrangement. A ticket takes a piece of knowledge held by someone who understands the trade and encodes it as a specification, which is lossy; the specification becomes a queue position, which is political; the queue position becomes a delivery, which is validated by people who never held the original knowledge. Fidelity is lost at every conversion, and the loss is invisible, since no single person holds both ends of the chain and could therefore notice.
The consequence is political before it is technical. Whoever writes the specification governs the institution, and in most European organizations of any size the specification is written by neither the business nor its engineers, but by an implementation partner billing by the day, whose incentive is the persistence of the gap that employs him.
8. The decorative human in the loop is a fiction maintained for the benefit of committees.
A human being validating several hundred machine proposals in a working day validates nothing; he is a legal fiction, a liability sponge, a signature apparatus attached to a process he cannot examine. Human authority over a system becomes real only where the proposed action is rendered in terms the human actually understands, refusable without professional cost, and reversible after the fact. Everything short of this is theater, and it is performed for auditors.
Part II. Consequential AI
9. The dividing line of the decade falls between machines that produce text and machines that produce consequence.
Consequential AI lies off the present road, and greater expenditure along that road will arrive somewhere else. It constitutes a distinct category, and its defining property is what it is permitted to touch: capital, matériel, supply, liberty, and life; which is to say, everything that cannot be undone by closing the tab.
10. A machine of consequence must be imputable, and probability will never carry it there.
Probability is a property of statements. Imputability is a property of acts. The interval between the two is where every enterprise deployment of the last three years has expired, and no quantity of scale will close it, because the interval is one of kind. Statement and act belong to different orders, and no quantity of the first will ever accumulate into the second.
11. Four conditions follow, and they are the conditions under which the category exists at all; a roadmap that ranks them among its features has already misread them.
Provenance. Every assertion arrives bearing its lineage: which datum, which rule, which path through which model of the world. An answer that cannot be traced back cannot be acted upon by anyone who will later be asked to justify the action.
Determinism. The same question, put twice, returns the same answer, to the letter and on every occasion. This is obtainable, and the method is no mystery: the model is confined to translating an intention into a plan expressed in the vocabulary of the ontology, and everything downstream of that plan is resolved, executed and replayed by machinery that samples nothing. The phrasing of the request may vary. Nothing after it may. A system whose committed output moves with a temperature parameter cannot serve as the foundation of anything a human being will consent to sign.
Reversibility. The risk has always lived in the execution, which is neither cheap nor revisable; the decision itself is both. Preview, commit, revert. An uncommitted error is a draft, and a draft is a thing one throws away.
Imputation. A decision with no name at the foot of it is weather. The machine proposes; a human being, named and timestamped, bears it. This is what authority has always meant, and to present it as a concession extracted by regulators is to surrender the argument for nothing.
12. Sovereignty reveals itself in the exception, not in the routine.
Institutions are tested by the case the manual does not contain: the anomaly at the border that resembles nothing in the training distribution, the pattern in the ledger that has no precedent because it was designed to have none, the failure mode that occurs once in a decade and decides the decade. Statistical systems are at their weakest exactly where institutions most require strength, since the exception is, by definition, the event of low probability.
An ontology encodes what must be true of the world, where statistics record what has usually been observed of it, and the difference shows itself at the edge. Confronted with the case it does not contain, an ontology declares that it does not contain it, and the declaration is itself actionable. A statistical system confronted with the same case returns its best guess in the same confident register as everything else. Neither of them holds the exception. Only one of them says so.
13. Friction is the permanent condition of all serious activity, and friction now resides in information.
Everything in war is very simple, and the simplest thing is difficult; the observation is two centuries old and it describes a European assembly line with the same accuracy it once described a campaign in Saxony. Friction today lives in the days required to establish which of several systems is telling the truth about a single part number, and in the further week required to persuade the directors to accept the answer.
Whoever compresses that interval prevails. That is the entire theory; the remainder of this document is implementation and consequence.
14. Tempo decides, and tempo is made of cycles.
Observe, orient, decide, act. Boyd’s insight bore upon the cycle: what decides an engagement is the ability to complete the loop faster than one’s adversary, such that his representation of reality is perpetually one iteration out of date and his responses are therefore always addressed to a situation that has ceased to exist.
Transposed to the enterprise: your competitor reads the same consultants’ deck you do, and your strategy therefore defeats no one; what defeats him is that your organization answers a question about itself in the time it takes to ask it, while his requires a steering committee.
15. Orientation is the bottleneck, and orientation is ontological before it is anything else.
One cannot observe that for which one possesses no concept. An institution holding no explicit model of itself has, strictly speaking, no orientation at all, only reflexes and folklore, and it will mistake the two for judgment. This is why the ontology is the condition of possibility of seeing at all, and why scheduling it as documentation after the pilot inverts the entire order of operations.
Part III. The legible institution
16. An organization that cannot be read cannot be defended.
What cannot be read can be neither steered, nor audited, nor protected, and illegibility is therefore a vulnerability, which adversaries have understood longer than boards have, who continue to file it under untidiness. The supplier who has captured you, the employee exfiltrating designs across a horizon longer than any audit window, the fraud that has run for years and will be discovered by accident: each of them lives in the space between your systems, in relations that no table has ever been asked to represent.
17. If you cannot interrogate it, you do not own it.
Ownership of an informational asset is an operational fact before it is a legal one, and it is measured by a single test: whether a question can be put to it and an answer returned that its owner would defend before a regulator, a court, or a minister who has already read the newspaper.
Measured by that standard, most European institutions own very nearly nothing.
18. The ontology is the declaration of what an institution is.
Entities, relations, actions, rules, and the edge cases that consume most of the work: stated explicitly, in the vocabulary of those who perform the work, and binding upon the machine. Not inferred from the data, which records only what was measured; not surmised by a model, which will supply the missing structure with fluent invention. Declared, versioned, contested, and owned.
It is here, and only here, that the business and the engineers cease to constitute two populations, because the ontology is the single artifact that both of them edit.
19. The ontology is the last defensible advantage.
Models converge, and they converge quickly; whatever your competitor lacks this quarter he rents the next. Compute is a commodity with a price list. Talent moves, and it moves toward whoever is building something. What does not travel is the declared model of your own operations: your entities, your rules, the seventeen exceptions that exist because of an incident in 2011 and a regulator’s letter in 2019, the vocabulary your people actually use on the floor. A competitor can buy your software, hire your consultants, and poach your engineers without acquiring a line of it, because it was written by the work and nowhere else.
It also compounds, which almost nothing else in an enterprise does. Every exception resolved is resolved permanently and joins the asset. Every rule made explicit constrains every agent thereafter. The firm that begins this year holds, in three years, a description of itself that a rival beginning in three years cannot obtain at any price, having no means of purchasing the intervening operations. This is the only durable position available in a market where the models are shared and the capital is not scarce.
20. The ontology is institutional memory that outlives the people who hold it.
Those who retire this year take with them the reason the process exists, and their successors will preserve the process while losing the reason, which is how an institution becomes ceremonial without noticing. An organization incapable of externalizing its own understanding forgets faster than it learns, and that is a definition of decline sufficiently precise to be acted upon.
21. Data is territory, and territory is either held or lost.
The oil metaphor served the parties that were buying, and it was adopted without argument by the parties that were selling.
Part IV. The theaters
Consequential AI has theaters where the software industry has verticals. The problem is identical in each of them: to decide quickly, under uncertainty, with irreversible effect, and to be able to justify the decision afterward before someone empowered to punish. The distinction between civil and military applications is administrative in character, not technical.
Commerce is the theater about which we are most polite, and it is not the gentlest. A competitor who takes a twenty-year programme from you has removed a capability from your country with more finality than most raids achieve, and he has done it with better manners and a longer timescale. Treat it accordingly.
22. The factory floor.
Reindustrialization is a software problem some years before it becomes a subsidy problem, since a plant one cannot steer will not be repatriated by subsidy. As-built genealogy, traceability at part level, exposure by supplier and by tier: an industrial system able to answer, in minutes, which airframes carry a suspect batch and which of its competitors are served by the same subcontractor, is categorically a different industrial system from one that answers in six weeks and hedges.
Manufacture at software speed. The gulf between the release cycle of a piece of software and the iteration cycle of a production line obeys a law of information, and laws of information are written by whoever writes the systems; physics holds no opinion on the question.
The industrial theater has adversaries and it is childish to euphemize them. Your subcontractor’s second customer is your competitor, and every specification you hand down travels sideways within the quarter. A qualification dossier assembled in three weeks wins programmes that a dossier assembled in five months never reaches. Industrial intelligence is the ordinary business of knowing your own position and your rival’s before he has finished establishing his own, and the firms that dismiss this as unseemly are invariably the firms losing.
23. The battlefield.
The side that closes the loop faster prevails, and the loop is constituted of information, munitions being merely what it terminates in. Deterministic, auditable, air-gapped, and capable of degraded operation when the link is severed, as it will be. An intelligence layer that presupposes a connection to a datacenter under foreign jurisdiction is a hostage, and it will be treated as one at precisely the moment it matters.
24. The border.
Customs is the most systematically undervalued instrument of European power. Every container constitutes a claim, and every claim is checkable against a graph of entities, shipments, declarations, ownership chains, and prior behavior, provided such a graph exists. Undervaluation fraud, sanctions circumvention, dual-use leakage, counterfeit flows: none of these are visible in a table, and all of them are conspicuous in a relational model. Europe does not possess the model.
A continent that declines to control what enters it has already answered, in the only way that counts, the question of whether it is sovereign.
25. The fire.
Civil security is the purest instance of consequential decision: the horizon is minutes, the effect is irreversible, the information systems are mutually incompatible, and a commander will answer for the outcome before a prefect and a camera. A shared operational picture across agencies, resource state, building data, hazard exposure. People die of the delay produced by three systems that were never asked to speak to one another.
26. The network.
Terrorism, organized crime, gangs, trafficking: these are structures before they are populations, and the distinction is operationally decisive. A network is invisible to any system that stores individuals as rows, and becomes legible the instant relations are modeled as first-class objects, at which point the anomaly ceases to be a person and becomes a shape.
The same architecture that renders this possible is what renders it lawful: every query logged, every access scoped to a purpose, every action attributable to a named officer. The alternative to auditable capability is unauditable capability, procured discreetly and defended badly. Those are the two options on the table, and the third, in which the capability quietly goes unbuilt, has never once been among them.
27. The ledger.
The ledger is contested ground held by adversaries who have studied your instruments more attentively than you have. Financial crime is a relational problem addressed by institutions that were sold a transactional instrument. The false positive rates routinely reported in transaction monitoring indicate a modeling failure that no quantity of tuning will reach, and the compliance labor they consume produces a result that no one, including the regulator receiving it, believes.
28. Governance at fine grain is what makes coalition possible.
Secrecy is not the same thing as opacity, and their conflation has cost Europe more than any single procurement decision. Governance at the level of the entity and the relation permits parties who do not trust one another to cooperate regardless: the prime and its subcontractor, the bank and its regulator, the agency and the ministry, the ally and the ally. Perimeter security offers only two settings, everything or nothing, which is why nothing is ever shared and why every joint operation of the last decade has ultimately been conducted by email attachment.
The classified and the unclassified are two states of the same fact, and treating them as two buildings is the origin of most of what is expensive in allied work. The same vessel, the same component, the same person appears at several levels at once, described in each with a different degree of precision. A system that carries classification on the field, on the relation, and on the derivation can serve a cleared officer and an uncleared subcontractor from one model, showing each of them exactly what he is entitled to see and stopping there. A system that carries classification on the perimeter must duplicate the data downward, degrade it in the copying, and sever the link between the two versions; thereafter nobody can say whether the low-side answer still corresponds to the high-side truth, and the reconciliation of these two accounts consumes the careers of a great many capable people.
The difficulty compounds at aggregation, where unclassified facts become classified in combination, a rule no row-based system has ever been able to enforce, since the classification attaches to the relation and the relation is exactly what such systems decline to represent.
Part V. Sovereignty as a stack
29. Sovereignty is a stack.
Silicon, weights, data, ontology, decision. A single foreign layer suffices to make the entire stack foreign, and every European actor presently invoking sovereignty while renting three of the five is engaged in marketing, and the arithmetic is available to anyone who cares to perform it.
30. Rented intelligence is vassalage on a monthly billing cycle.
A supplier able to alter your model, your pricing, your rate limits, or your terms of service overnight, and without consultation, holds a right of life over your operational capacity, which he will exercise at the hour his interests require, whatever yours may permit. One does not rent one’s army. The burden of explanation lies with those who rent their intelligence.
31. The inference meter is the rent of the century.
Value accrues, permanently and by construction, to the owner of the model, and passes through the user on its way. Europe is at present signing, enthusiastically and at scale, to be a tenant in perpetuity, and is describing the lease, in its press releases, as a partnership.
32. Own your weights.
As a precondition for any deployment in which an outage, a repricing, or a foreign legal order would fail to be survivable. Ideology is cheap; this is arithmetic.
The position this implies is expensive, and it is better stated than evaded. Control of the weights means, at the limit, having trained them, and that limit carries a bill which most of the actors invoking sovereignty have no intention of paying. Between renting and training there are degrees, and the degrees are worth having. Below a certain degree the word should be dropped.
33. Legal geography defeats physical geography.
Data held under American jurisdiction is reachable irrespective of the datacenter in which it physically resides, and the sovereign cloud offerings of the hyperscalers are therefore a placebo, administered to procurement departments that had already resolved to buy American and required a document to lay before the board.
34. Open source stops well short of sovereignty, and the confusion serves everyone except us.
To download weights trained elsewhere, on data selected elsewhere, according to priorities decided elsewhere, is to hold a superior rental agreement with an attractive licence attached. Sovereignty begins at the capacity to retrain and at the ability to know what lies inside; visible code is necessary and stops a very long way short of sufficient.
35. Four hundred and fifty million people is enough, and has been for some time.
The internal market clears every threshold that has ever mattered. The binding constraint is the refusal to employ public procurement as an industrial instrument, which every serious power on earth does openly and which Europe has persuaded itself would be somehow unsporting. Scale has never been the difficulty.
36. The Europe that will count is the Europe of capability.
The coalition that will count is composed of the states that build, and it will assemble while the others deliberate. To wait for unanimity is to have decided to arrive late, and that decision has been taken, repeatedly, deliberately, and by people who understood exactly what they were doing.
Part VI. The continental century
37. The unit of viable power has changed size, and no European nation is now large enough to be one.
Every century has a minimum viable actor. The nineteenth belonged to maritime empires, since power projected by sea and command of the straits sufficed. The twentieth belonged to nations built at continental scale, because power required an interior market, an industrial base, and a nuclear capability, and only two entities on earth possessed all three at once. The twenty-first has raised the floor again.
Enumerate the thresholds honestly. A solvent internal market. Dispatchable electricity at industrial scale. Access to silicon. A jurisdiction whose writ can actually be enforced. A defense industrial base capable of production and not merely of assembly. No European nation clears all five, and several clear none. The continent clears every one of them with room to spare.
What is absent, then, is the aggregation, which has been a political problem wearing industrial clothing for thirty years. The century is continental because the floor has risen above the nation, and the arithmetic will not be argued with.
38. The archipelago against the continent.
American power is archipelagic in structure. It arrives without contiguity, lands everywhere and belongs nowhere, and its instruments are extraterritorial: a jurisdiction that reaches the data without touching the soil, platforms that sit above the territory they serve, an empire that requires no border because it has no perimeter. The Cloud Act is the archipelagic weapon in its purest form, seizing what is held in Frankfurt from a courtroom in Virginia and never once crossing a frontier.
Continental power is contiguous, and its instruments are the opposite in kind: the cable, the grid, the rail, the fabrication line, the customs post, the land itself. The response to an archipelago is therefore never symmetrical, and the European habit of proposing a European Amazon or a European OpenAI mistakes the shape of the contest. What defeats an archipelago is the layer it cannot overfly, and that layer is physical, contiguous, and here.
39. The binding constraint is energy, and the continent has been sitting on the answer for fifty years.
Computation is electricity with additional steps. The conversation fixes itself on silicon because silicon can be bought, and it neglects the dispatchable terawatt-hour, which cannot. France operates the only nuclear fleet in the developed world that is simultaneously decarbonized, dispatchable, and largely amortized, and it has classified this as an electricity asset when it is a compute asset that happens to generate electricity.
The fleet is also the existence proof for everything argued in this document. In 1974 a continental-scale programme with a forty-year horizon and an immense capital requirement was decided by a state and executed with three industrial partners inside six years. It is the most successful industrial policy attempted by any Western country since the war, and it was executed by the institutions this manifesto proposes to make legible. What the continent should study is not the Valley, which has built nothing intended to outlast a funding cycle. It is 1974.
40. Federation was the wrong objective; interoperability was always the right one.
The continent does not require a single polity, and the pursuit of one has consumed seventy years and produced a parliament nobody can name. What it requires is a shared substrate: common formats, compatible ontologies, provenance that survives a border. Political union has been attempted continuously and has failed continuously. Technical union has never once been attempted.
This dismisses the federalists and the sovereigntists in the same movement, which is the strongest argument in its favour. Two institutions in two countries that model the same entity in the same way can act together without any treaty being signed, and two institutions inside the same ministry that model it differently cannot act together at all, whatever has been signed above them.
41. The horizon of consequence is longer than the horizon of accountability.
An institution decides across forty years and answers across five. The electoral cycle, the tenure of a chief executive, the average survival of a chief information officer: none of them spans the life of what is decided under them. This is the structural condition of every serious institution, and it is the reason that so much decision-making has quietly migrated toward whatever can be completed inside a single mandate.
Traceability is the only bridge available between the two horizons, since it permits a decision taken in one mandate to be examined, understood, and answered for in the next. An institution that cannot reconstruct why it did what it did fifteen years ago has no long horizon at all. It merely has a long past it can no longer read.
And the long horizon, treated everywhere as the continental affliction, is the continental advantage in the only market that matters here. Capital built for a ten-year return cannot finance a grid, a reactor, a cadastre, a rail network, a submarine cable, or an orbit, which places the entire infrastructure of consequence beyond the reach of the fastest money on earth. That ground is uncontested. Europe holds the largest pool of patient savings in the developed world and currently lends it to the archipelago. A civilisation’s discount rate is its true ideology; ours is the lowest, and whoever discounts lowest can own the infrastructure that everyone else is obliged to rent.
Part VII. The French problem
42. We possess heavy champions and a heavy state, and both are slow for precisely the same reason.
France’s peculiar advantage is that it still retains what most of Europe has dismantled at leisure: industrial primes, a defense base, a nuclear fleet, a state that has never accepted the doctrine of its own irrelevance. Its peculiar disease is that the whole of this apparatus moves at the speed of the least legible system anywhere in the chain.
The CAC 40 group and the ministry share an architecture, which is why they recognize one another so readily: immense accumulated capability, immense accumulated data, and no operational picture of themselves. Both compensate with process, and process is what an institution manufactures once it has lost the ability to see.
43. The state is blind, and its size is a secondary question.
The permanent French quarrel over the size of the state is a diversion from the operative question, which is whether it can answer a question concerning its own operations within the lifetime of the problem that prompted it. To reduce a blind institution is to obtain a smaller blind institution, at political cost, and the institution remains blind.
44. Our large firms require legibility before they require anything else.
The ambition of replacing them is adolescent, and it survives mainly among people who have never attempted to certify anything. No one is replacing Airbus, Naval Group, Safran, EDF, Thales, or BNP, and no one should wish to. The prize is to make them see. A hundred-year-old institution that acquires an operational picture of itself becomes considerably more dangerous than any new entrant, for the reason that it already possesses the industrial base which the new entrant will never build.
45. The talent emigrates for consequence, and cites money at the leaving party.
We invite the finest engineers of a generation to build dashboards, and we then affect injury when they board an aircraft. Offer them systems in which being wrong carries a cost, and they will remain. This is a proposition concerning what engineers are for, and it doubles, incidentally, as a retention policy.
Part VIII. Domination
46. The strategy of catching up is a losing position by construction.
One prevails by choosing the terrain, and an inferior copy of the leader has already conceded that choice. The Valley optimizes plausibility, scale, and consumer surface, and its command of that terrain is complete; it is taken, and it is not coming back.
The terrain that stands vacant is consequence: the systems in which error is paid for. And consequence is exactly where the continent’s remaining assets are concentrated, in industry, defense, energy, health, finance, and the state itself. On this ground we are the incumbents, and we have neglected to appear.
This is why the century can be continental without a single act of conquest. The contest is decided on terrain we already occupy, with assets we already hold, against competitors who have chosen a different ground and cannot easily cross to ours.
47. Auditability will prove to be a weapon.
What the world will demand within five years, we are in a position to sell today. This is the single instance in which the European regulatory instinct produced an asset, and we are presently on course to squander it by persisting in treating it as paperwork.
48. The ambition: to make our institutions the finest in the world.
The finest, measured the way one measures anything: by what they can see, by how fast they decide, and by whether they can answer for it afterward. A customs service that sees every anomalous flow before it clears. A fire service that arrives with the building already modeled and the hazards already known. A prime that knows where every part is and who else its supplier serves. A ministry able to answer its own question before the news cycle answers it on its behalf.
This is achievable within a decade, and it is being attempted by no one, which is the sole reason it is worth attempting.
A continent whose institutions can see, decide, and answer for themselves needs no permission from anyone to be a power, and it will not have to ask for one. That is what the continental century means, and it is the reason this document is written in the register of a beginning.
49. Sarras.
The legend is more exact than its reputation. Lancelot, the finest knight alive by every measure the world could apply, comes to the chamber and is refused: struck down at the threshold, he lies senseless for twenty-four days. Strength was never the qualification. Galahad is admitted to Sarras and is granted one thing, which is sight, the vessel uncovered and seen directly, and having seen it he dies within the hour. The order of the story is its argument. The seeing is the end, and everything preceding it was preparation.
We took the name for the obvious reason and for a second one that matters more to the work. Every decision begins with a wish. Someone wants to know whether the batch is safe, whether the container holds what it declares, whether the crew can be asked to go again. Between that wish and the act that answers it, the modern institution has installed an extraordinary distance, furnished with the extract, the reconciliation, the ticket, the committee, the deck, and the quarter. Thirty years of enterprise software have been spent decorating that distance and presenting the decoration as progress.
Our entire undertaking is its removal. Intention, decision, action were a single motion in the mind of a person who knew his trade, and they can be a single motion again, at the scale of an institution, with a name at the foot of every step. Close that distance and an organization stops administering itself and begins, once more, to act.
We are building the conditions under which the decision becomes at last genuinely yours: grounded, traceable, reversible, and signed. The machine will not be taking your place at the foot of the page.
The century is available. That is the entire claim, and it is a larger one than it sounds, since availability is the rarest condition a century ever offers and it does not persist.
The continent has the energy, the industry, the archives, the savings, and the institutions. It has lacked only the sight, and sight is a thing that can be built, this decade, by people now living.
Everything else is a rumor with good grammar.
